What do EPC bands A to G mean?

An EPC rates a property from A (most efficient) to G (least), based on its SAP score out of 100: A is 92+, B 81–91, C 69–80, D 55–68, E 39–54, F 21–38 and G 1–20. The higher the band, the lower the running costs and the fewer letting restrictions.

What is the minimum EPC rating to rent out a property?

Since April 2020, most privately rented homes in England and Wales must have an EPC of at least E to be let, under the Minimum Energy Efficiency Standards (MEES) — unless a valid exemption is registered. Letting an F or G property without an exemption can trigger a financial penalty.

Is it true landlords will need EPC C by 2030?

Yes. The government has confirmed that from 1 October 2030 all private tenancies in England and Wales must reach EPC C. The required spend to improve a property is capped at £10,000 per property (or 10% of its value if lower), and exemptions apply where the standard still cannot be met.

What is the cost cap and what exemptions exist?

The improvement cost is capped at £10,000 per property. If a property still falls short after spending up to the cap, a cost-cap exemption can be registered (valid 10 years). Other exemptions include where works would negatively affect the property or the fabric, and where third-party consent cannot be obtained. Exemptions are recorded on the PRS Exemptions Register.

What are the penalties for renting below the minimum?

Currently the maximum civil penalty for letting a domestic property below the standard is up to £5,000 per property. Under the confirmed reforms this maximum is proposed to rise substantially (up to around £30,000). Registering a valid exemption where one applies avoids the penalty.

Does this replace an official EPC?

No. This is an educational decoder that helps you understand your EPC band and the MEES rules. Only an EPC produced by an accredited assessor is legally valid, and the certificate itself lists recommended improvements.
